Berkeley Lab’s master contract (“Contract 31) with DOE contains requirements for conflicts of interest related to technology transfer activities: Clause I.92 – DEAR 970.5227-3 Technology Transfer Mission “This clause has as its purpose implementation of the National Competitiveness Technology Transfer Act of 1989 (Sections 3131, 3132, 3133, and 3157 of Pub.L. 101-189 and as amended by Pub. L. 103-160, sections 3134 and 3160). The contractor shall conduct technology transfer activities with a purpose of providing benefit from Federal research to U.S. industrial competitiveness.”
